This block is called a Snowball Variation in EQ8, but I've also seen it called an O block.
For 3 inch block, cut two 1 7/8 squares (cut in half
diagonally) and one 1 ½ square of blue.
Cut two 1 7/8 (cut in half diagonally) and four 1 ½ inch squares of
background fabric.
For 6 inch block, cut two 2 7/8 squares (cut in half
diagonally) and one 2 ½ square of blue.
Cut two 2 7/8 (cut in half diagonally) and four 2 ½ inch squares of
background fabric.
Arrange in a nine patch configuration and sew your rows together, then join the rows to finish your block.

Somehow I managed to turn the snowball into a friendship star the first time. Second one turned out right.
